The primary thing that one relates to the 'generating' of community is the ability to reliably relate to others. And of course, if one could not identify a person; how can they establish a stable relationship?  I believe the same thing is valid on the larger scale.  Just because it takes a machine, or the likes, to carry out the process to the required level of assurance; doesn't mean that its still not a necessary part of the process of having a valid community.

  What I worry about with an effective ID system is it being used to generate oppressive conditions on another.  As with the smaller sized community, there needs to be ways to validly address matters in a civilized fashion so that it is validly desiring a beneficial result for all concerned. Where it fails to happen, there needs to be an assured (guaranteed, if you wish) way to balance out the powers of the parties concerned, so the rights and needs of all parties are found to be respected; and even that in a way our posterity is actually benefited thereby.

  In the most primitive of conditions, systems of rectification rely on God (if you will) to be the buffering agent.  Primitive reactions often try to generate states of oppression.  As avenues of choice become less viable for the weaker entities; there needs to be more care taken to make sure that there is a healthy interact being endeavored as much as humanly possible.  Especially as matters come closer to effecting the long term health of those entities; as that is often required even for the sake of our own posterities' complete state of health.

  Nothing humans (or any other thing in creation for that matter) will ever be perfect.  Where we fail most assuredly, is in not trying.  That doesn't even allow our posterity to perceive what goal is being deemed as proper, if it had been possible.
