RESPONSIBILITIES of STATES, A FEDERATION FOR?
An argument for the formation of a

Federation for State Responsibilities

outlined.

The 'napkin' outline:
 

Why:

1) The present system is not really Constitutional when the
Federal government get into social programs.

2) The inherent inter-action and impacts lead to the need
for an inter-relating system for governance to balance them
in a healthy way.

3) Perhaps such an entity could be big enough and deep
enough into the data that some entity is big enough and
independent enough to be able to examine the Federal
Government's spending and other activities, to help the
people root out failings and/or corruption.

4) Many foreign States have few resources and little
experience in dealing with the realities of nature (and human
nature) continually thwarting the people from become more
developed and free from their costly impacts.  An entity that
could help to better stabilize and organize such endeavors
would help significantly.  As long as National Security was
not at stake it could function freely.

How:

1) By never given allowance to supersede any of the
nations security endeavors and its other Constitutional
responsibilities.

2) By having an active check in its Administration, perhaps
much like our Original Constitution allowed. (It was eliminated
when the method of voting for the President was modified to a
single vote method. This was driven by the electoral college 
being tying up the votes equally and so requiring Congress
to settle it, it was also tied politically.  They were parked at
their seats for voting for a long long time until someone got
too ill to stay.  The popular vote count was not very verifiable
in those days.)

The slightly more detailed outline:
 

Why:

1) U.S. Constitution: The present system is not really Constitutional.

A) The Amendment Article X of the Constitution clarifies
that the States or its people are reserved all powers not
specified to be given to the Federal government. Which in
short are the uniform application of powers for the
'common welfare' which involve:

1) National Security,
2) a Standards of Weights, Measure and Money
3) a Postal System,
4) a system for levying Taxes and Tariffs (Import/Export),
5) a system for Judicial process over matters of Federal law
and matters crossing State or Inter-National boundaries.

Thus defined: Social programs are really not a part of
the Federal Government's powers and responsibilities.
 

2) IMPACT MANAGEMENT: The inherent inter-action of the effects
of natural events and mobile populations lead to the need for an inter-
relating process to balance and manage things in a healthy way.

A) And should that be made functionally sound; perhaps, where
possible, the system can strengthen similar matters beyond
national boundaries.

1) In no way can it supersede national governance. Yet
by it being a stabilizing process, a nation would naturally
find it the most logical foundation to use for helping the
general masses to find health in civilizing endeavors.

3) GOVERNMENT FIDELITY: Perhaps such an entity could be big
enough and deep enough into managing public information that
the States could examine the Federal Government's activities and 
help the people root out failings and/or corruption.

A) The Federal Government, itself admits that it is
unable to properly audit its military spending (one of the
more significant parts of its budget). While all the
defense industry is apparently able to note their part
all down to the penny.

How:

1) ESTABLISHING: Given, such an entity may never supersede
any nations security endeavors and other legal Constitutional
responsibilities. It must be basically a legal agreement between
States to pool resource in a way that is effectively an insurance
policy that just stabilizes the natural productivity of the land, and
its peoples' resource cultivating abilities..

A) By establish an active check in its Administration
perhaps much like our Original Condition allowed. (It was
eliminated when the method of voting for the President was
modified to a single vote method. The electoral college was
tying up the votes equally requiring Congress to settle it, it
was also tied politically. Amendment Article XII upon Article II
of the Constitution.)  This would allow the law to clearly rule
over matters, and not political views, relatively unchecked.

1) Another example is South Africa's new reformation
generated this by giving a party have more than 80
members in its Parliament (somewhat equivalent to our
Congress) the power to put a person in the Administration's
cabinet.  (I am sure they are inherently able to call for
the 'law' to insure that the law of the land is being obeyed
in even secretive area by passing matters to a proper
enforcement entity which may then obtain a warrant if
necessary to proceed further. This helps to squelch any
prejudicial endeavors trying to establish themselves in
in checked power.  (A struggle that that country suffered
so much with.)
 

2)It may not matter as much how, exactly it is structure,
but that I it actually able to function healthily, even if public
evidence of it is much slower to surface.

B) Note Social Security's Impact in our country: To me it is obvious
that the establishment of the Social Security program gave the
business community a much better foundation to function on.
Since they were insured to some degree that there would be at
least that source of income possible in their community.  So we
should consider how the same would help foreign states to function
in a more civilized fashion.

Appears to be viable to me, as presented.
Maybe possible. Though I do see some concerns or significant matters unaddressed.
I cannot say.
There are some serious concerns or errors notable.
The idea cannot work at all, as presented.
All such ideas are not viable, in my view.
